‘Network Busy’..what is wrong with telcos in Kuwait?

Lately the phone networks specifically the mobile operators in Kuwait are giving subscribers a huge headache with their ‘Network Busy’ service. It seems like a guessing game, when dialing any mobile number from landlines, as to when your call might get connected. Even calling from Wataniya to Zain to Viva is a headache. Rumors are abound that the ‘Network Busy’ is more intentional, than actual network issues, due to the fact that mobile ops are cringing with free incoming calls especially from landlines.

    Dear sir,
    With due respest I want to inform you that Kuwait telephone
    connection (mobile and landline both) is worst in this world.Kuwait
    is one of the fastest country in all over the world.But there is full of corruption in each and every field.There is no privacy in telephonic connection.Phone trapping is a common factor here.As a Indian, We feel shame that Kuwati Government can't stop this type of illegal work.It's a type of teasing.
    We shall be highly obliged if government take steps to stop this
    intentionally harassment.
