In my view, the scale of development and business that The Avenues represents, it deserves a better ad campaign. I mean posters like the one above doesn’t exactly do justice to a mall, unless the fashion labels are clearly indicated. There is another one on the roads with a dude, and its ditto.

Well it gets you talking therefore it must have been noticed. Are you the prime target for this particular campaign? Perhaps they are pitching to reach people of many age groups and not just invite the teens and tweens to take over the place.
When working up a budget for this complex you will consider many factors and not wish to advertise directly for tenants unless that tenant is such an unusual or high pulling tenant that it would be worth it. You would advertise using brand names, so push starbucks for example at the expense of upsetting your potential costa coffee client.
Sorry but there is a lot more to it than your comment suggests.
